Issues such as the reform of special and differential treatment and also the reform of the consensus decision-making system have been among the most important cases of attention. The constant conflict between developed and developing countries, which led to the collapse of the Doha Round negotiations and the failure of the reforms debate in WTO, can be attributed to the different perspectives of these two country groups on the main purpose of WTO. Developed countries believe that the final aim of WTO is to facilitate free trade between countries, they also demand that WTO should expand free trade to e-commerce and intellectual property. On the other hand, developing countries believe the final goal of the WTO is to accelerate the development of all countries. They also expect WTO to announce the approval of an overall result of the Doha Development Round negotiations as a precondition for new negotiations of WTO reform. In addition, after the U.S crisis in WTO Dispute Settlement Body (DSB), the reform of DSB has become one of the most challenging pillars of the WTO reform process. Making consensus in the decisions has faced a deadlock in the decision-making mechanism of WTO. For instance, some of the recent issues in international trade, such as e-commerce have created different conditions in WTO in comparison to time WTO was established. Furthermore, in recent years some events like the Coronavirus pandemic and changing of the president of the United States, have made WTO reform inevitable.}, keywords = {WTO Reform World trade negotiation Collapse of Doha round WTO appellate body}, title_fa = {واکاوی روند اصلاحات در سازمان جهانی تجارت}, abstract_fa = {موضوع اصلاحات در «سازمان جهانی تجارت» از زمان تأسیس این سازمان مطرح و مسائلی مانند اصلاح رفتار متمایز و ویژه و اصلاح سیستم تصمیم‌گیری بر اساس اجماع همواره مورد بحث بوده‌اند. اختلافات همیشگی کشورهای توسعه‌یافته و کشورهای درحال‌توسعه و نگاه متفاوت این دو گروه به فلسفة وجودی سازمان تاکنون از به نتیجه رسیدن اصلاحات در سازمان جلوگیری کرده است. کشورهای توسعه‌یافته هدف نهایی این سازمان را ایجاد تجارت آزاد بین کشورها می‌دانند و معتقدند تجارت آزاد باید به تجارت الکترونیک و تجارت مالکیت فکری گسترش یابد و در مقابل کشورهای درحال‌توسعه، هدف نهایی سازمان را توسعة همه کشورها قلمداد می‌کنند و تصویب یک نتیجة کلی از مذاکرات «دور توسعة دوحه» را پیش‌شرط شروع مذاکرات جدید برای اصلاح سازمان اعلام می‌نمایند. علاوه بر این در سال‌های گذشته و بعد از ایجاد بحران در رکن حل اختلاف توسط ایالات متحده آمریکا، اصلاح رکن مذکور نیز به یکی از چالشی‌ترین موضوعات در روند اصلاحات سازمان بدل شده است. همچنین رسیدن به اجماع در تصمیم‌گیری‌های سازمان عملاً مکانیزم تصمیم‌سازی را با بن‌بست روبه‌رو ساخته و موضوعات جدیدتر در تجارت بین‌الملل مانند تجارت الکترونیک نسبت به زمان تأسیس سازمان شرایط متفاوت‌تری را ایجاد کرده‌اند. به نظر می‌رسد مشکلات پیش‌گفته با توجه به تحولات تأثیرگذار در تجارت بین‌الملل در سال‌های گذشته مانند همه‌گیری بیماری کرونا و همچنین تغییر رئیس‌جمهور ایالات متحده آمریکا، نیاز به اصلاحات در سازمان را در سال‌های آینده امری اجتناب‌ناپذیر کرده است. بر این اساس پژوهش حاضر با روش توصیفی- تحلیلی به دنبال پاسخ به این مسئله بوده است که مهمترین عوامل مؤثر بر روند اصلاحات سازمان جهانی تجارت کدام‌اند و تأثیر این روند بر آینده سازمان و نظام تجارت بین‌الملل چگونه خواهد بود.}, keywords_fa = { اصلاحات سازمان جهانی تجارت مذاکرات تجارت بین‌الملل بحران رکن استیناف دور دوحه}, URL = {rimag.ir/fa/Article/37877}, eprint = {rimag.ir/fa/Article/Download/37877},
