As a result of the continuously rising threat of terrorism and its spread all around the world, along with the access of terrorist groups to more efficient and modern military equipments, the danger of terrorism has become more imminent and widespread, taking many forms and finding its way to the seas. Maritime terrorism, especially within regions where other maritime crimes are prevalent, is considered, because of the probable links between the offenders, as one of the most serious threats against peace and security at seas. Considering the organized nature of these crimes, effective suppression of them is only possible through collective and cooprative initiatives. Thus, regional organizations have an undeniably important role in combating maritime terrorism. This article, using the descriptive-analytical method, aims to assess the performance and function of a selected number of regional organizations active within South and Southeast Asia and to examine their achievements and shortcomings, as well as their challenges, in combating maritime terrorism. This article concludes that the activities of these organizations have been essential but insufficient, and the most important challenge ahead is lack of collective strategies at the regional level.}, keywords = {International organizations Maritime Terrorism, Regional security, South and Southeast Asia, ASEAN, SAARC, BIMSTEC}, title_fa = {ارزیابی نقش سازمان‌های منطقه‌ای جنوب و جنوب شرق آسیا در مبارزه با تروریسم دریایی: مطالعة موردی سارک، بیمستک و آسه‌آن}, abstract_fa = {آب‌های منطقة جنوب و جنوب شرق آسیا، از دیرباز بستر رواج انواع جرائم‌ سازمان‌یافتة مرتبط با محیط دریاها به شمار می‌آمده‌اند. با پیشرفت روز‌افزون تهدید تروریسم و اشاعة آن در سراسر جهان و دستیابی گروه‌های تروریستی به ابزار‌های کارآمد‌تر و جدیدتر، خطر تروریسم گسترده‌تر شده، ابعاد و اشکال مختلفی به خود گرفته و به عرصة دریاها نیز راه یافته است. تروریسم دریایی، به‌ویژه در مناطقی که سایر جرائم دریایی در آن‌ها رواج دارد، به‌واسطة ایجاد پیوندهای مجرمانه بین مرتکبین این جرائم، تهدیدی جدی علیه صلح و امنیت دریاها محسوب می‌گردد. ماهیت سازمان‌یافتة این جرائم، موجب می‌شود که مبارزه با آن‌ها جز از طریق تلاش‌های جمعی مؤثر واقع نگردد. در این میان، نقش سازمان‌های بین‌المللی منطقه‌ای، در مبارزه با تروریسم دریایی انکارناپذیر است. مقالة پیش رو، با استفاده از روش توصیفی- تحلیلی، به ارزیابی عملکرد نمونه‌هایی از سازمان‌های فعال در منطقة جنوب و جنوب شرقی آسیا در مبارزه با تروریسم دریایی پرداخته و نقاط قوت و ضعف و چالش‌های آن‌ها را برآورد کرده است. این پژوهش در انتها نتیجه گرفته است که فعالیت‌های این سازمان‌ها برای مبارزه با تروریسم دریایی لازم، اما ناکافی بوده‌اند و مهم‌ترین چالش پیش رو در این راستا، فقدان استراتژی‌های جمعی در بعد منطقه‌ای است.}, keywords_fa = {سازمان‌های بین‌المللی، تروریسم دریایی، امنیت منطقه‌ای، جنوب و جنوب شرق آسیا، آسه‌آن، سارک، بیمستک}, URL = {rimag.ir/fa/Article/37887}, eprint = {rimag.ir/fa/Article/Download/37887},
