توسعه مدل ارزیابی تفصیلی بلوغ فرآیندهای کسب و کار: مطالعه‌ی موردی شرکت گاز استان آذربایجان شرقی

چکیده مقاله :
لازمه مدیریت فرآیندها در سازمان ایجاد بينش فرآیندی در کل سازمان است. در این راستا سازمان‌ها نياز به روش جامعی جهت ارزیابی نحوه اجرای فرآیندهای سازمان دارند که عوامل مؤثر در پياده‌سازی برنامه‌های سازمانی را تعیین کند. برای این منظور روشی پاسخگوی سازمان‌ها است که علاوه بر ایجاد آگاهی از عوامل مؤثر، نقشه راهی با هدف بهبود در راستای تحقق برنامه‌ها و چشم‌اندازهای سازمان ارائه دهد. در مقاله حاضر با هدف تسهيل امر مدیریت فرآیندها در شرکت گاز استان آذربایجان شرقی مدل بلوغ فرایندی ترکیبی تدوین شده است. این مدل با نظر به محدودیت‌ها‌ی مدل‌های بلوغ که موجب می‌شود مدل‌ها جامعیت کافی نداشته باشند، با رویکرد ترکیبی از مدل‌های بلوغ منتخب ارائه و پیاده‌سازی شده است. توانمندی چارچوب مدل ارائه شده برخلاف سایر مدل‌ها این است که مدل فوق قابلیت ارزیابی به صورت تفضیلی و دقیق را دارد و مبتنی بر سلیقه نیست. در این راستا، ابتدا فرآیندهای کلیدی شرکت شناسایی شده است و با جمع‌آوری اطلاعات مورد نیاز در خصوص نحوه اجرای فرآیندها، سطوح بلوغ فرآیندهای کلیدی سازمان با توجه به مدل ارائه شده، مورد ارزیابی قرار گرفته است و متناسب با سطح کنونی، سطح مطلوب بلوغ فرآیندهای کلیدی تعیین شده است. همچنین جهت بهبود فرآیندها راهکارهای اجرایی پیشنهاد گردیده است. با توجه به اطلاعات جمع‌آوری شده تعداد 16 فرآیند از 26 فرآیند کلیدی شرکت گاز استان آذربایجان شرقی در سطح صفر یا اجرای ناقص فرآیند، تعداد 8 فرآیند در سطح یک یا برنامه‌ریزی شده و تعداد 2 فرآیند در سطح دو یا کنترل‌شده می‌باشند.
Process management in the organization requires the creation of process insights throughout the organization. In this regard, organizations need a comprehensive method to evaluate the implementation of organizational processes that determine the factors affecting the implementation of organizational programs. For this purpose, it is a responsive way for organizations that, in addition to creating awareness of the effective factors, provide a roadmap to improve the realization of the organization's plans and visions. In the present article, to facilitate the management of processes in the East Azerbaijan Province Gas Co., a Hybrid Process Maturity Model has been developed. This model has been presented and implemented with a combined approach of selected maturity models, considering the limitations of maturity models, which makes the models not comprehensive enough. The capability of the proposed model framework, unlike other models, is that the above model can be evaluated in detail. In this regard, first, the key processes of the company have been identified. Then by collecting the required information on how to implement the processes, the maturity levels of the key processes of the organization have been evaluated according to the proposed model and current level, the desired level of maturity is set. Implementing solutions also have been proposed to improve the processes. According to the collected information, 16 of the 26 Key Processes of the East Azerbaijan Gas Co. are at level zero or incomplete process implementation, eight processes are at level one or planned and two processes are at level two or controlled.
