در تمام دنیا آموزش‌وپرورش به‌مثابه امر حاکمیتی پذیرفته‌شده است در ایران نیز به همین صورت اما این موضوع که از صفرتا صد چقدر حاکمیتی باشد جای بحث است. مهندسی حاکمیتی آموزش‌وپرورش باید تغییر کند اما به نفع مردم نه به سود مافیای آموزش؛ فلذا مردمی سازی باید در چارچوب سیاست‌های تربیتی جمهوری اسلامی ایران باشد، به همین دلیل هر تصمیمی که جهت نقض سیاست‌های تربیتی نظام برآید مطرود است حتی اگر مشارکت مردم را در امر تعلیم و تربیت افزایش دهد. بحث از رابطه نهاد حکومت و آموزش‌وپرورش، در حقیقت، به‌صورت تأثیرگذاری هر یک‌بر دیگری مطرح است، لذا بحث فوق را با تفکیک تأثیرگذاری هر یک به‌طور جداگانه پی می‌گیریم. در این بررسی نهاد آموزش‌وپرورش به معنی معاهد علمی است که در رشد تحصیلی افراد به‌صورت کلاسیک در جامعه مؤثرند، اعم از آموزش‌وپرورش دوران ابتدایی، راهنمایی، متوسطه، آموزش عالی و آموزش در حوزه‌ها. و نهاد حکومت به معنی هیئت حاکمه بر روابط حقیقی افراد جامعه است. بنابراین، شامل سیاست‌های مجموعه قوه مجریه و دستگاه‌های ذی‌ربط و نیز قوه مقننه و سایر مراکز قدرت در این نهاد خواهد بود.

The governance engineering of education must change, but for the benefit of the people, not for the benefit of the education mafia; Therefore, popularization should be within the framework of educational policies of the Islamic Republic of Iran, for this reason, any decision that violates the educational policies of the system is rejected, even if it increases people's participation in education. The discussion of the relationship between the government institution and education is, in fact, in the form of the influence of each on the other, so we understand the above discussion by separating the influence of each one separately. In this review, educational institution means scientific institutes that are effective in the academic development of people in a classical way in the society, including education and education in elementary, middle, secondary, higher education and education in fields. And the institution of government means the governing body over the real relations of people in the society. Therefore, it will include the policies of the executive branch and related institutions as well as the legislative branch and other power centers in this institution.
