Identifying and Formulating Barriers to the Development of Creative Industries in the Islamic Republic of Iran

Abstract :
Creative industry is one of the emerging but key areas in industrial development, both in terms of production of goods and services, which in addition to economic and financial dimensions, has elements of social and cultural identity, and this is one of the examples of creative industries in the game and toy industry. The present study, which has been conducted by qualitative and quantitative methods, has identified and formulated barriers and problems to the development of the toy industry in the country of IRAN. For this purpose, after library studies and exploratory interviews, the main and secondary themes were identified using the thematic analysis method and validated after a focus group meeting. The identified factors were ranked using two methods, TOPSIS and hierarchical analysis (AHP), and finally policy recommendations about solving problems were provided. The results show that marketing, sales, product design, governance and policy-making, research, promotion and raw materials are the six main themes in the development of Iran's toy industry However, in the ranking of primary subjects, we can mention such things as price fluctuations of raw materials, weakness of media and information transfer in the field of toys, scientific weakness of toy industry activists, lack of alignment between university and toy industry and weakness in characterization. The results of this research can be used to determine the priorities of policy-making and governance of creative industries over the .toy industry in the country
